The developer will be identified through an Expression of Interest (EoI) process
A harbour (capable of berthing Cape-sized vessels) and associated facilities to export bulk commodities, primarily iron ore from South Australian mines, together with a link to the standard gauge rail network.
The first step - to run an EoI process to identify a private company that can develop a viable facility and operate it in a way that meets the needs of the industry fairly at no cost to Government - is underway.
The project will require assessment as either a major development or public infrastructure application necessitating a full environmental assessment and community consultation.
Port Bonython Fuels Pty Ltd (a joint venture between the Scott Group of Companies and Stuart Petroleum Limited)
A tank farm (80 million litres) to receive, store and distribute imported diesel fuel utilising to the maximum extent possible the existing jetty infrastructure (Phase 1) and a modular diesel distillation refinery (Phase 2).
The project has been given State Agency Support status which recognises the importance of this infrastructure under Sec 49 of the Development Act 1993.
A detailed project proposal and extensive environmental assessment are being prepared for presentation to the Development Assessment Commission, which will give due consideration to any submissions received subsequent to public notification. The Minister for Infrastructure will receive, consider and act on a recommendation from the Development Assessment Commission.
The Environmental Impact Statement will need to include detail of how the environment will be protected and the social issues will be addressed. An Aboriginal heritage consultant has been appointed to negotiate with the community.
Ownership and operating arrangements are yet to be determined
Upper Spencer Gulf Seawater Desalination Plant BHP Billiton has identified Point Lowly as the preferred location to supply desalinated water for its proposed expansion at Olympic Dam, because the deep waters and strong currents around the point will aid in the dispersion of the return water for the plant. BHP Billiton has commissioned extensive studies of the marine environment around Point Lowly, including studies of Giant Cuttlefish and water dispersion, as part of the Environmental Impact Statement the company is preparing on the Olympic Dam Expansion. The EIS will be subject to public examination before it is presented to the South Australian and Federal Governments for assessment. BHP Billiton and the State Government are in negotiation over the potential to supply water for Upper Spencer Gulf communities.
Developer to be advised
A refinery to produce a range of products including unleaded and premium unleaded petrol, diesel and lubricating oil for country service stations across South Australia and eastern Australia. The project is presently at pre-feasibility stage.
The appropriate approval process will be decided in consultation with the City of Whyalla and Planning SA but will require a high level of environmental assessment and community consultation.

A harbour and other facilities to accommodate the growth in the aquaculture industry in Fitzgerald Bay.
As the Council is part of the project and as it will be developed on land outside of the Council boundaries [coastal land and seabed], the development will need to be referred to the Development Assessment Commission for assessment.
What is the timing for these projects?
Ten companies have responded to a call for Expressions of Interest in developing the harbour but at this stage no decision on the preferred tender party has been made.
