The Expression of Interest (EOI document) for the main Northern Expressway design and construct (D&C) contract was issued in July 2007. Submissions from consortia prequalified to R3 and B2 upgrades were considered and three consortia were short listed. In June 2008 the Design and Construct tender for the Northern Expressway project was awarded to Fulton Hogan York Joint Venture.

The tenders to design three of the Northern Expressway bridges have been awarded to Connell Wagner.
